Q: How do I apply for affordable housing assistance in the Town of Southold?

Applications are available at the Town Clerk’s office or at the Human Resource Center in Mattituck or you can access on the Town’s website (affordable housing opportunities link).  Housing application information is maintained in the Town’s Housing Registry.  The application cover sheet describes income limits, asset guidelines, etc.

Note:  The aforementioned income guidelines represent 120% of the Nassau/Suffolk median incomeSpecific income guidelines will be site specific according to proposed developers and income restrictions may vary accordingly (e.g. 100% or less of median income, 80% or less, etc.) 

Q: What does “affordable” mean?

The Town’s affordable housing programs were developed to assist households with moderate incomes.  Increasingly, the Town’s population continues to be comprised of second homeowners whose household incomes are significantly higher than local working families.  Households with lower incomes should contact the North Fork Housing Alliance (#477-1070) for assistance.

Pricing Guidlines

Q: Are there priorities for housing assistance?

Selection of qualified applicants will be through a lottery system that will reflect priority populations as established by the Town Board.  They are as follows, in order of priority:

1) Income eligible individuals or families who have lived and worked in the Town of Southold for a period of at least one (1) year prior to the application submission.
2) Income eligible individuals or families who have lived in the Town of Southold for a period of at least one (1) year prior to application submission.
3) Income eligible individuals or families who have worked in the Town of Southold for a period of at least one (1) year prior to application submission.
4) Income eligible individuals or families who previously lived in the Town of Southold for a minimum of one (1) year and wish to return.
5) Other income eligible applicants.

Please note that the priority population may change in the future and any change of information will be posted on the Town’s website.

Q: Is there a plan to build affordable housing in the Town?

On June 19, 2007 the Town Board adopted a Housing Implementation Plan that supports broad goals towards building affordable housing (rental units and home ownership) throughout the Town of Southold, providing the appropriate infrastructure exists.

Q: Are there restrictions imposed on housing units?

In order to ensure that an inventory of affordable housing exists in the future, restrictions have been imposed on the resale of affordable housing units to ensure perpetual affordability.   

Homes may only be sold to households that are certified as needing housing on the Town’s Housing Registry.   In addition to realizing benefits of home ownership through income tax deductions, the Town allows the resale of homes to reflect the percentage increase of the Consumer Price Index (CPI) from the date of purchase to the date of resale.
