In January 2008, the Town Board passed a resolution to establish a Youth Bureau which is recognized by the state as a major planning tool for municipalities to address the myriad needs of youth (persons under age 21).  In 2006 Supervisor Russell convened a “Youth Forum” that included parents, youth, service providers and school district liaisons to discuss ways the Town can assist youth development and to set the framework for establishing a Youth Bureau.  In November 2006 Special Projects Coordinator, Phillip Beltz, submitted an application to New York State Office of Children and Family Services that included a preliminary needs assessment.  The Town was notified in 2007 that it would be granted Youth Bureau funding for 2008.  Below is a listing of many Youth Bureau accomplishments to date:

  • Youth Advisory Council formed with over 15 youth who meet monthly to provide input to the Youth Bureau Board, as well as avail of leadership training exercises.
  • Youth Bureau Board appointed by Town Board, 18 members including 3 youth advisory council representatives from each school district meet monthly or as needed.  This dedicated volunteer board works diligently to fulfill the mission of the Bureau.
  • Creation of subcommittees on the Youth Board to achieve goals and objectives of the Bureau that include:
    • Youth Outreach and Representation; Events and Activities; Surveys and Focus Groups; Resource Directory; Needs Assessment; Strategic Plan and Employment and Internships.
  • Youth Advisory Council participates in Town Spring clean-up initiative at Town Beach.
  • Development and dissemination of surveys to determine what youth want and what parents think youth need to promote positive development, over 1400 responses received.
  • Youth Bureau “Town Hall Meeting” hosted by Supervisor Scott Russell to provide the community an update of survey results and solicit feedback.
  • Youth Bureau hosts “1st Annual Summer Jam” on July 19th at the Peconic Recreation Center and Peconic School campus with live music, BBQ, recreational programs and “Youth Speak-Out”.

MISSION

The Youth Bureau will seek to promote and enhance the physical, mental and social well-being of youth in the Town of Southold.  Through collaboration and partnerships with youth, parents, schools, libraries, faith-based institutions and agencies that serve youth, the Youth Bureau will foster proactive planning and coordination of services and programs to address the many needs of youth and their families.

Summer Jam 2008

By Elizabeth Petersen, Mattituck High School, member Youth Advisory Council

The summer jam was a fun event all around.  From free food to awesome music, everyone seemed to enjoy it.  Musicians Maggie Harrigan and Stephan Klipp entertained everyone while singing and playing guitar.  Held at the Recreation Center, there were numerous games such as pool, ping-pong, fuse-ball, and basketball, just to name a few.  The raffle was a success with all who won prizes being happy.  Overall, it was an enjoyable experience for everyone and will be a great tradition for the future.
